I don't know the rules but I've experienced the practicalities. I have a cherry tree, bad news, all those suckers. I regularly get someone round to prune it, and he crosses into next door to do their side of the tree. They are very very lazy with their garden. I had my cherry done 2 months ago and at the same time got the team to do a couple of my neighbours' trees. They are on my south border and were blocking out the sun from 3pm onwards. I got permission of course, it cost me an extra �60 but I get sunshine now, the only practical solution I could find. (The neighbour has never offered so much as a fiver)
