Would caustic soda clean brass. (I know it would not polish them) but to get tarnish off

Caustic soda will clean brass. Rinse, then wash down with vinegar to neutralise any remaining. Do take care - it's nasty stuff.

What about caustic acid (line cleaner)

You'd be better off with good old fashioned Brasso

A good tarnish remover for brass is: one teaspoon cream of tartar, one teaspoon washing-up liquid, mix to a smooth paste with a little cold water, add half a pint of very hot but not boiling water, immerse the article for a couple of minutes, take it out and rinse, then clean up with a gentle kitchen-type cream cleanser. For large articles, scale up my quantities. The hot tartar solution softens the tarnish so much that it comes off with just a wipe or two, no hard rubbing.

'Solvol autosol' or 'duraglit' (for copper and brass works well) As a last resort dilute nitric acid will remove pretty well any corrosion products but in reality they probably haven't been at the bottom of the sea for 100 years.
