Any suggestions on locating a stopcock, doesn't sound good, but any suggestions would help as the washer on a bath tap needs to be changed.

Have the units in the kitchen been moved about? do you know where the sink was originally? In our house the stopcock is behind the oven (which is the original location for the sink). I have to remove the kickboard then lay flat on the floor to reach ours. Try asking your next door neighbours where theirs are. Hope this helps.
PS if you still can't find it then there may be a small valve on the pipework leading to the bath taps which can be turned off ny a slot-head screwdriver.
I know we have a tap under our sink which my husband turns now & then to regulate the cold water pressure. But our stopcock is outside our front gate. If you look around, you should find a small square metal cover, if you lift this up, you will see the stop **** handle about a foot down it.

Ask your neighbour where theirs is located as this might help locate yours. Follow the pipes down as they may have an isolation valve which will save having to turn off the mains at the stopcock.
I have a mains stopcock about 3 feet down in my front garden and one under the floor boards at the back of my front room.
