I'd definitely get someone in, particularly if you are putting it in a place where you haven't had a toilet before. You are going to have to connect it to the main sewer and an incoming water supply, and depending on where you are putting it, there may be Building Regs to consider.
Unless you have an existing toilet downpipe conveniently close enough to effectively lead in to, then I would recommend getting someone in. By "effectively" I mean with an appropriate drop, and as boxtops says, you also need to adhere to Building Regs.

Its not a DIY job, best find a plumber
Get some advice Gollob, both for the plumbing work and for the location of the proposed loo. If it's related to someone not managing stairs, you might qualify for grant aid.
Don't think I'd tackle such a job myself, but it doesn't look complex. Lot of health related stuff to seal properly though. Do you feel confident ? If not get a few quotes.
Several things to consider, gollob. I agree with the others. It should be done under Building Regs as well.
A "Building Notice" would be the way to go.
