See the way with bubble wrap there is a flat side and a side with the bubbles protruding? If you age packing a box using said bible wrap, do the bubbles face the box or do the bubbles face the protected items? Or does it matter?

Think of it this way: "Bubble Wrap" is like a suit of armor in that it's supposed to protect what's inside it; therefore, the protective part (the bubbles) face away from the article being shipped.

But it could be argued (if one had nothing better to do at 7.47pm on a Bank Holiday Monday) that having the bubbles on the outside exposes them to potential damage/puncture, thus making the contents vulnerable to damage... what a conundrum.

No - unlike loo paper which has to be hung so that the sheets rip off from over the top ,as opposed to underneath

it doesn't really matter - but i'd have the thought the bubbles IN gave a modicum more protection - as you not only have the bubbles, but also the flat plastic sheet which also creates layer of air between the bubbles

but unless the item is very fragile - such as a china ornament i dont think theres much in it really

Personally I would have thought bubbles toward the items and flat side toward the packaging, but there doesn't seem to be a consensus here
