My neighbour has aggressively repaired our fence without letting us know - pushing the panel so it leaned into our shurbs - can he do this?

If as you say, its your fence, then no, the law is on your side, but i'd try to settle things amicably first.

If your fence was in bad disrepair and he has done his best to fix it, then maybe you could thank him. I have neighbours who can't be bothered to look after their gardens at all, and if I need to be a bit intrusive in fixing a fence or trimming a tree, then sobeit I do it. Good luck anyway, stay friends with neighbours at all times :)

I agree with mfewell.  Do you otherwise have a good relationship or just not really know him?  Unless you have ongoing issues I'd just say thank you and ask him to let you know next time so you can help (even if you don't really plan on helping). He may have dropped the panel and didn't want to go onto your property to pull it back up?
