This Is Weird, Cant Get My Head Round This....google Chrome

2 months ago i was away holland , i signed into a public computer, the computer had a slow connection using windows explorer so i downloaded chrome. i signed in, then after using this computer i signed out . then to my horror i noticed that all computers in this room ( 6 of them ) had chrome and on top of chrome page were all my favourite sites i had visited such as answerbank, ebay, facebook etc also when i clicked on these sites my passwords were saved !!!
so i quickly uninstalled chrome. now im back home, i have just bought a brand new laptop chromebook. obviously using google chrome. now when i search a site say wikipedia it comes up in dutch . now why would that happen if when i left holland i signed out of chrome and uninstalled chrome and signed out of my emails etc but now in uk my laptop is displaying dutch language .
help !!!!!!!!!!!! how can i fix this. i feel this is a serious security issue

Why did you install Chrome on a public computer, you were unlikely to have 'administrators' rights. Although you deleted Chrome did you delete all the 'cookies' as well? If not they are still there on the public computer.
