Whirly Clothes Lines For The Disabled Person

Does anyone know where to get a whirly type clothes line that can be lowered on its pole to about waist height so a disabled person can load the line with washing and then raise it to its drying position by some easy to use pulley system. The raising mechanism needs to be such that only minimal physical arm/body strength is needed to raise the whirly line fully loaded with damp clothes.

If you had the garden area available you could consider a conventional clothes line i.e. two posts with the line between them. One post could have a small zinc pulley on top with which the line is threaded and brought down to within reach of the wheelchair user. A reel with a crank handle could be attached to the post and the line lowered, loaded and then cranked up to horizontal height with out too much effort on the arms. We do not know, however, the garden/yard area you have to give much more advice.
