why is it that some appliances have three pin plugs while some have two pin plugs

The electricity will be taken to earth through the third pin in the plug. Some appliances are built so that this will not happen. They are described as double-insulated and usually have plastic bodies. People who know more that I do have decided that they are safe enough without an earth wire.
