Does anyone know if the mains power is turned off at the electric meter do transformers still continue humming?

If you only have 4 flats we can rule out an 11kV supply transformer issue.Certain foundation types can amplify the noise from a high pressure gas line... even from a mile away! Drainage systems serving the locality could contribute. Where are you located and what is around you? A postcode may help.

Plumbings been checked and no its not tinnitus and its definetly not the hum as it cant be heard outside only in my flat!
I cant hear it in next doors flat but i can hear it slightly in the upstairs flat which is above my bathroom! The Electrician weeks ago said that my shower pump does hum slightly but nothing was done about it and its positioned at ceiling height and Im wondering if its that that vibrating through the ceiling all through my flat...An electrian is calling out today to fix the hallway light so will ask him to disconect the transfomer to see if it is that...thanks to you all for your in put...

dollie....I'm a little confused......you told us that ALL power was off...so how will the shower pump work or the transformer hum?

I know nothing about electricity Im just clutching at straws!!! I was unsure wether transformers held electricity like a back up battery would hence my original question...
