my neighbours hedge of conifers is now about 20feet high. blocks out the light all down one side of the back garden what can i do

You can apply to your local authority to have it removed if it is a) above 2 m and b) prevents your reasonable enjoyment of your property.

Bear in mind though it's always better if you can get things agreed with your neighbour and the council may ask you what steps you've taken to resolve this with them already

You will definitely need to show your council proof that you have made a reasonable effort to resolve the problem.  This will involve meeting or writing to your neighbour and asking for work to be carried out.  If no response or negative response then you should tell him you are going to ask council to take action.  You will have to pay council and fee depends on where you live typically �350.
