one of my downstairs rads does not get hot,i've had a new pump,new rad,checked the valves,flushed and bled the system but the pipe and the valve leading to the rad is hot but the rad is not

Have you checked both valves on the radiator are open and bled the radiator itsel rather than system?  Sorry if it sounds obvious but I once had a return valve that was stuck shut.
Yes, I too have had valves stuck shut - they were thermostatic and had been left turned right down for a year or two.  The solution was to remove the outer thermostatic knob ( either a screw collar below, or sometimes a plastic catch you have to pull down) and then ease the little brass pin in the middle up and down with a pair of pliers.  (up for on). Good luck.
