Today someone someone helping me to put up shelves was using sticky tape ( sort of parcel tape ) and got a bit of it stuck on the ( quite recently hung ) wallpaper. (Vinyl, actually.) He tore it off without thinking and brought a strip of wallpaper with it. Is there any solvent which can release the scrap of vinyl from sticky tape-backing so I can return it ( carefully ) to the gap on the wall ? Obviously I don't want to dissolve or damage the vinyl .

Steam and gentle scraping? Sorry, I don't know. Just giving a suggestion.
there is a product called sticky stuff remover. It's very good at removing sticky deposits from a hard surface, not sure how effective it will be on your problem. Possibly the manufactures (De Solve-it)could advise.
I’d try trimming the sticky closely, damping the wallpaper and putting it flat in a plastic bag to keep it damp overnight
Try a hairdryer
Maybe put some more tape on a normally hidden part of the wall so you can test first ?
Dont you have a bit of the paper left over after decorating. Most people keep a bit of the leftover paper for cases such as this.
