Rat Droppings

I got xmas tree from loft and found some rat droppings in the bag. The council came out today and found just four more droppings and said the loft looked clean and there was no smell, so she thought they were old droppings so no need for traps or poison. I still don't know how it got in or if it's likely to come back. She said people have them but don't know it if they don't hear them. Anyone have any thoughts?. I hate the fact that one got in in the first place. Nothing was chewed in the loft.
