Would you put patterned wallpaper on the top or bottom half of the wall?

Top, but it's entirely a matter of personal choice.

I think the two-patterned wall with a dado rail is rather old-fashioned now, but as I say, it is a matter of personal taste.
The top so the patterns can be admired by all instead of being hidden by furniture. I also find that painting the bottom half with a wipeable gloss makes cleaning easier from furniture scuffs, dog paw prints and kids handprints and drawings,

Thank you. I don’t want to remove the dado rail as I think a lot of plaster might come with it. It is a large room and I am doing it myself!
I would say neither. I don't like patterned wallpaper.
You could paint the top and bottom the same colour with a contrast on the rail. Or the top a light colour and the bottom a darker shade

A friend of mine removed the dado rail and put clear tubing filled with flashing led’s where the dado rail used to be and it gives the room s great futuristic look like this one.

Great for parties, movie nights and other occasions where you might need “mood lighting” ;)

Not sure the LED trick would work as well at dado height - look more like a bar.

I too would go for the pattern or texture at the top.
Whatever you do, refrain from painting any internal surfaces with Gloss Paint because it enhances all the imperfections on the surfaces concerned. Use a Satin or Matt finish paint.

As has been said, it's really down to personal choice.

However I find that a pattern tends to draw my eyes to it. Looking down at it, as here

doesn't really feel right to me.

It seems 'more natural' to me to have the pattern at eye level, as here:

It also separates the pattern from the clutter of furniture, so that the pattern can better appreciated, as here:

No patterns ever.....plain top and bottom with lighter colour at the top. Really don't like pattered paper....

Definately bottom half.
Whichever the customer wanted.
Matter of personal opinion but I have always found it is better to put the heavier patten/colour at the bottom,balances that way,otherwise if the darker at top ,somehow doesn`t.
I would agree with Hans about the gloss. If you use a vinyl matt or silk they are both wipeable to get rid of marks.
