I won't be able to answer your question, but I'm assuming the **** means AB has censored a part of your toilet cistern?

Is this on your toilet or your water tank? No harm in using a little WD40 on the pivot.

Use wd40, let the fumes clear then warm with a hairdryer or towel wrung out in hot water. DON'T use a naked flame with WD40

Hi joey, try the above but carefully, obviously you could try self-grip pliers on the shaft for more leverage, a hot air paint stripper to get it real hot, etc... ,

* WARNING * if you mean the main supply stopc o c k which stops the water to the whole premises, be very carefull because if it breaks or the pipe itself breaks while you are working on it there will be no way to stop the water at high pressure from going up your sleeve or down your neck or whatever but also included everywhere in your house up to a few inches deep.

well said quapmoc which is why I didn't suggest the self gripper pliers. Be careful with the paintstripper gun and WD40 fumes too!

You could try spreying the spigot with some releasing fluid and try locking a mole wrench on it after a day or two
