Help In Screwing

Currently decorating my sons/girlfriends new flat.
In the hallway they currently have a baton with 4 coat hangers on it. One of the hangers is snapped/broke. I wanted to replace all hangers but try as I might I cannot unscrew the hangers. The screws have obviously been painted over, over the years so I have tried burning out the paint, chipping out the paint etc but when I get down to the actual screw it just wont budge. I have tried loosening them with a claw hammer, trying to get a bit of leverage between the screw and the baton etc but to no avail.
Has anyone here any idea how to unscrew a really tight screw?

For more on marking an answer as the "Best Answer", please visit our FAQ.I have always used an impact screwdriver for this job like the one in the link below. Just use like a screw driver and tap the end with a hammer and it loosens the screw.
