By "outside", I guess you mean fixed to the wall surrounding the window, rather than fixed to the window itself?
The usual thing is to fix a timber batten, something like 25mm x 50mm (2 x 1) at the top where the lintel is. Then screw the blinds to that.
How you fix the batten will depend on wall construction. For timber frame - just screws.
For masonry - drill and rawlplug.
