All the radiators in the house are working properly , except for one of two in the living room .

The top is very warm heading towards hot , whereas the middle to bottom is barely warm

I've bled it - but no change

Any ideas what might be the cause?

Get a plumber (or specialist company) to power flush it for you . . .

. . . or do it the hard (but cheap) way:

The other thing to try is, turn off all the other radiators and see if that one heats up, it might clear any air lock or blockage. If that works you can then turn on the other radiators again.
