If there is one lying about you might. Or you go to your local hardware shop and buy one for about £1.
Most plumbers or central heating engineers have a radiator key on their key ring which one can assume they don't expect to find one on the job.

Thank you retro, my friend has either misplaced his, or never got one. If they are £1 maybe he should buy two and leave one in a drawer.
they are cheap but always worth having a spare to keep central heating working efficiently
Get the brass ones . I find the cheaper metal ones tend to round off quickly.

his downstairs radiators get super hot, pretty much untouchable because of how hot they get. However his upstairs ones are only just about warm on top, so they certainly need a bleed, as the bottom of the radiator is hot.
That appears the problem.
No need to waste £1 on a spare, surely. Just tell him to do as the plumbers do and stick it on his key ring with his house keys.
Has he not got thermostats on each rad?
if you can would drain system and then refill with some cleaner.
it's only a quid and you have a spare.

No. Of course he can turn each one off and on individually by twisting the bit to the bottom left/right but it's not a thermostat just a + and - symbol.

Okay, i have thermostats on mine and each are set differently - hate the bedroom being too warm.
TonyV; You are talking about a WHOLE pound, man. If i had £1 for every spare rad key i haven't bought, i'd have......................er...............£1 :-)

If its a rented house, report problem to landlord, up to them to sort it, as its not always just air.

He has a gass safety man coming round early next month so i'm sure he could bring it up with him if bleeding the radiators doesn't work.

All this house business kind of makes me want to start renting but i've not got the income to support myself yet. My time will soon come.
Retro, how often do you use one? Round off quickly? Have you got a "leaky" system? :o)
