its been a dry spring here, does it need water?
According to the RHS website, unless you've got a 'particularly sheltered garden', you should have moved it indoors over the winter:

My guess is that it didn't like all the snow we had some time ago, nor the many frosty nights we've experienced either.

As we're moving towards summer, it might be worth starting to feed it. (See link). However if it's already dead (through exposure to cold temperatures) there's obviously nothing that can be done for it anyway.
Scratch off a tiny bit of the bark. on the trunk is best, but if you can't then on a decent branch. If its greenish underneath then it stand a chance, if its brown and dry looking. then its had it. My neighbouts have got one in the ground in their front garden. We haven't had snow but we had 6 days when the ground was frozen solid and theirs seems to have survived so fingers crossed. OH PS, I normally do the scratch test with a fingernail but I do know that oleander is toxic so maybe use a tool?
Soon it's gonna be in bloom up in Annandale.
