Soil Stack Query

I am just in the process of buying a house and when having a look around the outside, I noticed that where the soil stack comes through the roof, the lead flashing has been bent over and no soil stack is present. Any idea why this would be? It is a plastic soil stack and has never been a cast one. The soils stack is still boxed inside the house. I also noticed that the next door house is exactly the same. Any ideas why this might be so? Any suggestions much appreciated.

To be honest 'the builder', I don't know. I viewed the house with an estate agent, then when having a nosey at the outside, I saw the lead flashing had been bent over and the soil stack wasn't visible. Not sure in what circumstance would you drop the top of the soil stack in the loft? I know you can get air admittance valves, that let fresh air in and not let out foul air.
Yes, an air admittance valve does that, but Building Regs insists on at least one "open" vent on the system.

What makes this doubly strange is that next door is the same.
I wonder if they have any idea?
I'm sorry, but I can't think of a sensible reason for this. I do wonder where the smell is going though.

I've just thought of one possibility though. Are you sure that it's a lead collar where the pipe would have come through?
I'm wondering if they've used a slate vent...

Yes, its definitely the old lead flashing where the soil pipe came out. I have actually ordered some binoculars to get a closer look. If that doesn't answer my question, I will ask the neighbours. It is not something I have ever seen before. Thankyou for your replies though, much appreciated.
