Ideally I'm looking to plant something at the foot of my fence so that it grows upwards covering the fence. ( the fence is my neighbours & won't replace. It is tatty looking)
I looked into phlox but this only grows 2 ft high. So recommendations welcomed.

A Hop climber ( Humulus Lupulus ) very fast grower. But not year round foliage.
Cotoneaster good idea.
Bees love the flowers even though they are quite small and birds love the berries so very good for wildlife.
Definitely not Russian vine. Had to dig mine up - very rampant just takes over.
Rather than climbing plants which would be supported by the rickety fence, why not plant some shrubs in front of it which will totally hide it?
We have an evergreen variegated Red Robin, another with copper coloured leaves, another evergreen which has blue flowers in spring, and a further evergreen which has big spikes on the stems, masses of white flowers at the moment and then orange berries in autumn. We can barely see the fence they’re planted in front of, all are at least eight feet high.
Ivy is the answer. My house was built in 1982 and is the only one in the row of 6 that has the original woven panels and posts. Mind you, it cannot be seen but its there somewhere!
Vagus cotoneaster is a shrub. It does not so much climb' like an ivy but grows very strong upright branches that form a fan pattern. I planted two last year and they have doubled in size -planting height around 2 ft they are now 4ft and growing upwards and outwards.
If you do start growing a climber over a fence what about wood preservative? Do you need to cut it back to paint the fence?
Good question. Dont know the answer as I've never put wood preserve on a garden fence. I think they come ready treated when you buy the timber. But will be interested if someone can answer this.
I think it’s cotoneaster I meant which is full of white flowers at the moment, I’m not very good at remembering plant names. Ours is just like you describe, fans out in front of the fence and is currently about three metres high.
We don’t treat any of our fences, the slats come ready pressure treated and I prefer to let them weather and go a lovely silvery shade.
