There used to be a sucker strip type but can't find them any more. They could be sewn onto the rug, then you dampened the shallow sucker strip and pressed it to the floor. But they do create a slightly raised edge so are a trip hazard with the elderly or clumsy
We bought this from John Lewis several years ago to stop an offcut of carpet we had put behind the front door from wandering about ie, it kept carpet fixed to carpet. We used the same stuff to hold a rug stationary on our bedroom laminate floor. I highly recommend it.
