Why does is my hot water not so hot in the afternoon and evening? It is fine in the morning. I have experimented with central heating off and on but it seems to make little difference.

Maybe your boiler is less than efficient when you are using water during the day? During the night your water is heating slowly but because it's not used it gets good and hot. Not so during the day when your tank is constantly being topped up from the cold mains each time you draw off some. I remember this used to be a common problem in the early days of low cost night usage/storage systems.
