If there is a genuine concern then it will be taken care of but if you live with your parents you might want to talk with them before creating a problem with your/their neighbours
no. You are not your neighbour's keeper. But if there's a hazard to your property, you might consider reporting it in advance.

and they are very rare in English criminal law - having to report terrorism er springs to mind (only)
