Basically can old storage heaters be repaired? I have two in my new home both of which are sometimes very hot and at others barely warm. The boost and input control nobs are either worn out or stuck but I have been told I cannot get a grant towards new ones as they could be repaired. No one seems to be able to suggest how or by whom!

They can be repaired if the parts are available. You will need an electrician, preferable a specialist in storage heaters, check your Yellow Pages.
If they sometimes get very hot then they are working. I had this problem when I moved into my flat because I did not understand how to use the boost and input knobs. I emailed Dimplex ( the manufacturer) and they sent me an insruction manual by return of post.
