I would suggest taking some pictures, and then blitzing the place with neat bleach - this will remove it and should help prevent it growng back, but the damp will need to be stopped properly. wear a dust mask as the wiping will disturb the spores.

Housing Associations are regulated in England and Wales by the Housing Corporation. This is a Government Agency and is part of Johnnie Two Jag's ever-expending empire. Equivalent bodies operate in Wales, Scotland and N Ireland. In the first instance write and complain to the Housing Association itself. If that doesn't work complain to the Housing Corporation.
