Should central heating be supplied?

My parents have been in their rented home for 20 years, they rent it from an estate agent.


The house has no central heating, only a gas fire in the front room, and nothing at all to heat the upstairs.


You can imagine how cold it must be for my elderly parents, also the socket and switches are so old and alot of the originals still are in use.


Can anybody help me in thinking that I can ask the landlord to supply central heating? Thanks
