Balcony / roof terrace

i have a balcony which we use as a roof terrace and is also above a flat, problem is it leaks. i need to know the best way to re-roof it that will be cheap and reliable. it has some form of bitumen on it at the moment but underneath that is york stone flags, a builder recommended that we strip back to the flags and then screed it but i think this will become pouros over time and leak again...Any ideas will be greatly received but i don't have much hope, oh yes and i don't want to use asphalt as i will be doing this myself. Might I suggest that you ask the question on one of the 'DIY Doctor' web sites. A little bit of a pain to register but you will get professional answers.

You may also find that if you visit your local B&Q you will probably find an experienced retired builder/specialist on the staff who may be able to give you some pointers.
