You want land with at least Outline Planning Permission. There's also loads of people trying to flog sites without Planning Permission, often on the Green Belt, with absolutely no chance of building on them. Just ignore those.
If it is derelict AND listed it could be a dumb idea to consider buying it because you have little say in how you renovate it and the Planners will insist that the owner uses best quality materials and require the owner to bring it back to its former glory.
If the house is on registered land you go to the Land Registry website armed with the full address and postcode, pay 2 on line and get a printout of the land title. That will tell you who owns it.
This question has been answered recently, so search the AB site if you don't know where to find the LR website.
If the land is unregistered the best way is to ask around - an old boy in the local area may know something of the history of the owner.
