central heating/ temperature

I have a baxi bolier( 2years old and just serviced) and a newish digital timer...my cental heating comes on and off as required but when on, the raditors are on full..the thermost clicks at about 25 degrees but when you turn it down , the raditors do not cool down. I have to turn the centrall heating off to lower the temperature...Is this as easy as it can only be the thermostat???

You say that "on full "does that mean you also have thermostatic valves on the radiators ? Also if your room is heated up to a high temp as you say then it will appear that the rads are not cooling down after the stat clicks. You do not need roomstat and thermostatic valves. Also are you sure the boiler is running after the stat clicks, it may be off and the pump running on
