When I used to work on site we got all our sleepers from them. Of course we were buying in bulk, but they may be able to put you in touch with a supplier. Do not buy them from a garden centre; you will be ripped off. You could also try contacting Network Rail for your local engineering depot. http://www.networkrail.co.uk/home/contactus.asp
(possibly Peterborough?). If they say they don't sell old sleepers, got to the depot and see if you can wangle some for cash!!
If you live not to far from a depot, have a word with somone there, you should be able to get them, if not free, at a knockdown price, you'd have to supply your own trasport though, the reason for this, is because the wood came from Australia, and its stopped coming now, they are replacing them with concrete ones, ask to speak to a member of the Pee Way.
