It isn't illegal as such but 1/ it is against the building regulations and 2/ the Environmental Agency would probably prosecute you (or at least take you to task and demand you change it) for pollution should you ever be found out.
We have a small stream near our village and it suddenly started becoming soap-sudy and overgrown with algae and other such gunk. We asked the Environmental Agency to have a look and they said is was caused by foul (IE sewage) water being discharged into surface water drainage, probably outlet from a sink or washer. The chemicals in the waste water encourage algae to grow in the water.
