what plant can i use that will be bright,spreads and remains the same all year round?

How about some winter flowering heathers? They come in purple, pink and white and flower from December through until March. Then the leaves stay bright green for the rest of the year. The clumps will gradually increase in size and provide useful ground cover.
How about a choisya sundance.

This is an evergreen shrub, very low maintenance, that will grow into a fairly large shrub.

It can then be either cut back, or replaced with another one as they are so cheap.

Its main feature is its bright green leaves that seem to glow in the garden.

When the sun is shining on them they look great.
