For more on marking an answer as the "Best Answer", please visit our FAQ.A cooking prog the other day said that it's not the seeds that are the hot bit, but the little white protrusions on the inside wall of the chilli (like you get in capsicums), I assume that much of this gets scraped out when people use a knife blade to scrape out the seeds, hence the illusion that it's the seeds.
The "heat" from chillies is due to a chemical compound called capsaicin. Contrary to popular belief, the highest concentration of capsaicin, therefore the majority of the heat, is to be found in the placenta (the white part in the chilli) not the seeds.
