Painting - damp/mould problem

I have just painted a chimney breast in my house and a stain/pattern that used to be visible has come through again. I have consulted various decorators and no one can ascertain what the stain is, it is in a pattern and looks like the underlying wallpaper could be damp and is pushing the stain/pattern through in 1 particular area, but the damp is halfway up the chimney breast, which seems odd. Does anyone know if they is anything I can do to stop the pattern/damp/stain from coming through again. I am painting on top of woodchip (yuck-until I save up my pennies it has to stay) so ideally don't want to take the paper off and treat the actual wall.
Any suggestions?

it sounds like you have damp in the chimney breast. The chimney should ideally have air circulating the whole fule. You may want to get this checked out.
Have you got airvents near the chimney breast, either interior or exterior? Or perhaps something has fallen to the bottom of your chimney and therefore stopping the airflow from circulating.

We have tanked our cellar and i have just painted the walls magnolia. Previous to this was a victorian cream colour. (way too white!). Since putting the magnolia paint on, we too, have about 5 small stain marks, on one wall, in the same area? How perculiar.
It looks like damp patches but we know the walls are not damp, even though it is a cellar.
