get a few old magazines and cut the pages into strips (widthways) about 2cm wide each. them lopps one through the other and stick them to make paper chains.

or with coloured paper draw a circle and then draw a spiral from the icentre nside to the outside, cut along this and hang from the ceiling
Hi, Try buying some very cheap curling ribbon, the sort to use to tie around gifts, you get miles on a spool for less than 50p and it looks really classy if you drape it around the room on pictures or around doorways in different colours, you can also tie it to the balloons and let it trail down, you can do wonders with it for a couple of pounds. Have a great birthday!
it may sound really silly but several years ago, when he was all the rage, we had a mr blobby party for my daughter. As well as only doing pink and yellow food (you'd be amazed at what we came up with!) we bought lots of (the very cheapest) loo rolls in yellow and pink and festooned the ceiling with them! it looked great!
it would look equally as good in rainbow colours, or colours to match any theme you wanted.
it sounds a bit daft but i hope it helps!
