My Yucca has thin white shoots coming from the base of its pot - does this mean it needs re-potting?

absolutely!
If you don't want it to grow any higher, just trim the unwanted roots from the bottom of the pot and leave it in there. You could take it out of the pot, trim the roots ( not too much as it might find the shock too much to cope with) and then put it back in with some nice new compost.
