If you live in a hard water area, washing cutlery in a dishwasher can cause calcium deposits to mark the stainless steel.

Certain foods left on the blades can react with the dishwasher salt, causing a tarnishing.

Try rinsing the cutlery before putting it in the dishwasher, and buffing it as soon as the dishwasher has finished.
Tony - if it is really inexpensive stainless, sometimes that can happen - if you want to test to see if it is the knives or the dishwasher - put the knives in some water in a container for a day or two and see what happens. I had that problem many years ago and that was it.
