water rates & central heating

if you replace an old property that had storage heaters to all new central heating throughout, does this make any difference to the water rates payable? and do you have to inform the waterboard that you intend having this done, any help greatly appreciated.

Doesn't make any difference to the water rates,and you do not need to inform the waterboard either, Ray
