Should the valve on this be switched to OPEN or CLOSED?

It Purges air air trapped in closed hot or cold water systems. And therefore should be left open. Why you ask ???

i have problems with my Rayburn G33 and have been told that its the thermostat. Unable to get new parts and as I don't have alot of confidence in the engineer who said it I'm just trying to self-diagnose and see if it could be anything else. Basically, the burner isn't firing up when the tank is cold....but does when you switch the pump to the rads on. Have tried it on Low to 5 and no diff. Going to post another question if you can take a look....just clutching at straws !
