Should a Central Heating water pump run 24 hours, even when the timer has shut down for the night? Overnight we hear the whirr of the pump even tho the CH is off on the timer as is the HW

Well no is the answer but I expect you want more than that. At a guess I would say it is your timer control as these are notorious for going wrong. They are quite cheap from a plumbers merchant and not difficult to install. Please make sure if you change it that the power to it is OFF.
There's more, if you call out an electician, they will charge at least 50 per hour plus parts and probably find something else wrong as well.
This problem happened to me, I traced it to one of the "motorised zone valves" which divert the hot water to either the radiators or the the hot water cylinder or both. When one of them is opened this sends power to the pump and when it was stuck in the opened position the pump ran continuously. I hope this helps, .
I have a similar problem. It is to do with the way the zone valve 'rests'. It has had several new motors during it's 25 year life and is perhaps ready for another. If the hot water is satisfied and the time switch switches of whilst in this condition then the motor continues to run. If the hot water is not satisfied it will switch off properly. I suppose the 'pull' on the zone valve is not working adequately to get it to the off position in certain situations.
