How easy is it to fit a hanging basket bracket to an outside wall

To me, its complicated but what tool do you need to fit a bracket to the outside wall of a house

You need a power drill (with hammer action) to make the holes using a masonry drill bit, wall plugs to put in the holes and screws to attach the bracket to the wall. All items (except the power drill) need to be of sizes that go together ie. the drill bit needs to make a big enough hole for the wall plug which must be of the correct size to grip the screw properly which needs to be big enough to fit the hole in the bracket.
