I cannot find a reference on Google to the tool but I am almost certain that Norfolk hoe is one name for the old, English, garden hoe which is not as commonly seen as it was. It has three downward curved tines or prongs. It gives the appearance of the first three fingers of a hand, crooked , with the second finger slightly higher than the other two. It is primarily used for making drills for seeds, seed potatoes and the like. The hoe we see used mostly nowadays is the Dutch hoe which is flat , with a slotted 'blade' used to cut through weeds and their seedlings.
