How do u block a street off???

My parents live in a street which has problems with anti-social behaviour. It has a narrow lane at the top which is used by hoards of people as access late at night which causes problems.
Between the police and council they are looking at ways of limiting access. The posibility of bricking it up has been ruled out so can anyone suggest an alternative?

In some areas the solution has been to put high gates at both ends of the back street thus limiting entry to residents only.

Thanks for the replies. We are aware that access would need to be provided for emergency services so this would need to be taken into consideration, although there is acess at the other end of the street.
