Economy 7 - what is it?!

We have just moved into a new property and with the boiler we have the normal hot water and heating timer etc. On the opposite wall is a box that says economy 7 with a on/off water button. Can someone explain what it is and if it should be on or off?!

Thats great, thank you for explaining it for us. We dont have storage heaters only gas central heating so probably not worth using it.
