petrol driven hedge trimmer ( fault )

I have a petrol driven hedge trimmer. When it is working properly , the blades only cut when the engine revs are increased. My trimmer blades do not operate properly when the revs are increased, can anybody please tell me if there is a simple step that would solve this problem as I really need them.

Also, the bolts that hold the two blades together may have tightened up, binding the blades. Even only one of the bolts being too tight is enogh to bind the blades.
Try loosening all of the bolts and gently/snugly re-tighten them. While they are loose, remove accumulations of debris and lube the blades with WD-40 or an equivalent product. Do all of this with the lead wire OFF of the spark plug to avoid accidental starting while you are handling the blades!
