We have a letting agent who did this all for us. If you have not got an agent, then you should contact the relevant utility companies to inform them that you no longer live and the property and you;d like to terminate their services.
Inform the council that you no longer live and the property and that you intend to let the property.
When your tenants move in make sure that they register with the TV License, and council tax. If you hire an agent they should do all of this for you.
Goodluck.
