Smoking shelter fire risk assessment {help plz thank you}

A club directly behind my property has a smoking shelter only 3-4 ft away from my boundary hedges {privet hedges} I was just wondering if they would have had to have a fire risk assessments done before they put it up. I am worried that my hedges could become a fire hazard as people become more intoxicated and become carless with there fag ends. I also worried that my garden shed with my son's motor bike in could catch on fire
